Yes, the ground strap should be present on the right side of your '51 frame.
The exact location is not terribly critical, so location within 1/8" should be very much acceptable.
I measured my frame for you. Using my 'able eye', I clamped a straightedge (framing square) across the frame, perpendicular to the hole in the ground strap

Using a small tri-square, I confirmed that the edge was perpendicular to the center of the hole

Then I measured from the edge of the seatpost casting to the straightedge, very close to the hole in the ground strap.
The dimension I came up with is right at 1-5/8"
